In spite of all the problems in the world the conservatives think that Roe vs Wade needs to be reversed.

I would like to know what the penalty will be for an illegal abortion and who would be penalized. Abortion providers, women?

Well, playing devil's advocate - I would say anyone except the defenseless fetus should be subject to being penalized.
